EPC Certificate: Obligation for Renting
What is the EPC?
The EPC evaluates a building's energy performance on a scale from A (very efficient) to G (very energy-intensive). It is issued by a certified assessor after a property inspection.

Legal Obligation
When is it Mandatory?
- Before publishing a rental listing
- Before signing the lease
- The EPC label must appear in the listing (Immoweb, etc.)
- A copy must be provided to the tenant
Who Performs It?
A certified EPC assessor accredited by the region:
- Brussels: accredited by Bruxelles Environnement (IBGE)
- Wallonia: accredited by SPW Énergie
- Flanders: accredited by VEA (Vlaams Energieagentschap)

Impact on Indexation by Region
The restrictions below only apply to pre-October 2022 leases (not managed by Selectio).
BBrussels
The EPC restrictions on rent indexation were temporary (14 Oct 2022 — 13 Oct 2023) and have been lifted. Since 14 October 2023, full indexation is again possible for all EPC ratings.
For pre-October 2022 leases with EPC E, F or G: a correction factor applies (prevents recovery of lost indexation during the freeze period).

WWallonia
Since 1 November 2023, the EPC limitation is lifted. Full indexation (100%) is allowed for all EPC labels (A to G), including older leases.
VFlanders
Since 1 October 2023, indexation is again possible for all EPC ratings. For pre-October 2022 leases with EPC D, E or F, a correction factor applies.
For post-October 2022 leases: full indexation without restriction.

Penalties for Missing EPC
